Join us for a webinar on Friday September 18, from 1-2 pm EST to learn about the AHCANCAL Silver and Gold Examiner Programs, hosted by Silver Examiner, Maureen Carland and Gold Judge Paul Grizzell.
The AHCA/NCAL National Quality Award Program recognizes long-term and post-acute care centers across the nation that strive to improve quality care. The progressive program, based on the Baldrige Performance Excellence criteria, sets high standards for quality and encourages centers to commit to excelling in quality performance. Volunteer Silver and Gold Examiners work on teams to evaluate applications, using a formal process established by AHCA/NCAL, including using the Scoring Calibration Guidelines, developed by Mark Blazey.

Maureen “Moe” Carland MA, RN-BSN, LNHA, IPC serves as Director of Quality and Regulatory Affairs at the Maine Health Care Association, the state affiliate of AHCA/NCAL, where she leads regulatory communications, quality expertise and education, infection prevention initiatives, and quality award programs for Maine's long-term care and post-acute care providers. She brings over two decades of hands-on senior living and healthcare administration experience across both for-profit and not-for-profit settings, including a decade-long tenure at Maine Veterans' Homes and service at Piper Shores, Maine's only Continuing Care Retirement Community.
Moe led the team that earned Maine's first Gold Quality Award, and she led the effort that brought the first CARF Person-Centered Care Certification to Maine. A Registered Nurse with a Master's in Leadership and a Licensed Nursing Home Administrator, she has been a Master Gold Examiner with the AHCA/NCAL National Quality Award Program since 2018 and currently serves on the Program's Board of Overseers. Her career reflects a sustained commitment to advancing quality and regulatory excellence across the long-term care continuum.
Paul Grizzell
AHCA/NCAL Quality Award Judge and Quality Award Board member
President of Core Values Partners, Inc.
Paul Grizzell has been involved with Baldrige-based performance excellence since 1997. He is the President of Core Values Partners, Inc., which helps organizations focus, align, and accelerate their improvement efforts using the Criteria of the Baldrige Framework for Performance Excellence, the China Quality Award, and the European Foundation for Quality Management (EFQM).
Paul is an AHCA/NCAL Quality Award Judge and Quality Award Board member. He has been a Quality Award Silver and Gold Examiner Trainer. Paul is a Master Examiner on the Department of Commerce Malcolm Baldrige National Quality Award Board of Examiners and an Advisor and Assessor for the European Quality Award. Paul is the only person to have these two qualifications, demonstrating his commitment to global performance excellence. He is a senior member of the American Society for Quality and is a frequent keynote speaker at performance excellence conferences.
Paul’s international experience includes serving as the Foreign Evaluation Expert and a member of the Academic Committee for the China Association for Quality (CAQ). He is a jury member of the International Best Practices Competition. Paul has delivered performance excellence keynote addresses in Saudi Arabia, India, China, and Thailand.
Paul is co-author with Mark Blazey of Insights to Performance Excellence, An Inside Look at the Baldrige Award Criteria, published by the American Society for Quality.
